It's not actually a coin, which is money. It falls into the 'medal' category of numismatics. But 'coin' is used in the name. These are known as 'challenge coins'. They started out as commemorative pieces, often given out as small awards, by the various branches of the military to members of those branches, to honor an achievement, the meeting of a goal, the completing of a group task. They have since extended the practice to contractors that supply the military (such as Northrup Grumman), police and fire departments.
